The new guidelines, issued by the Bureau of Civil Aviation Security (BCAS), categorize shipments into four types and mandate processing through designated Transfer Cargo Security Hold Areas (TCSHAs) with strict security measures. This change aims to enhance efficiency and position India as a regional transshipment hub, although it may affect revenues for ground handling and screening companies that previously benefited from mandatory re-screening.
