The report points to congested parking, aging warehouses, and inadequate roadways as major contributors to delays and safety hazards. Despite its responsibility for ensuring effective cargo movement, the Department of Transportation (DOT) has not adequately assessed air cargo data reliability or engaged with industry stakeholders. The GAO calls for improved collaboration and investment to modernize air cargo facilities.
