The tariffs were first implemented in 2018 and maintained by the Biden administration, which also introduced additional levies following a review. An exclusion process for specific manufacturing equipment was established to reduce costs for U.S. companies while preserving leverage over China. These exclusions are distinct from tariffs imposed by former President Trump.
