Has IATA's revision of the Direct Air Waybill gone overboard?

On July 1, 2026, IATA's updated Cargo Agency Conference resolutions altered the Direct Air Waybill (DAWB) framework, redefining the roles of airlines and freight forwarders. Traditionally, two air waybills were used, but the DAWB simplifies documentation by naming the shipper directly. However, this change raised concerns over liability, as forwarders might bear risks for issues beyond their control, like misdeclared goods. FIATA criticized the lack of consultation during these amendments, fearing that forwarders could be held liable for shippers' errors, leading to operational and insurance challenges in a fragmented regulatory landscape.
