In 2025, the U.S. collected over $1 billion in duty revenue from more than 246 million low-cost shipments after abolishing the de minimis exemption, which previously allowed imports under $800 to enter duty-free. This exemption, popular among direct-to-consumer merchants, was eliminated due to concerns over domestic manufacturing impacts and contraband. The change has led to a significant increase in the oversight of low-cost shipments, resulting in an 82% rise in seizures of unsafe goods, thereby enhancing the ability to combat smuggling and ensure safety.
