In October 2010, UK and UAE authorities intercepted two parcel bombs from Yemen, prompting significant changes in air cargo security. This incident led to the development of risk-assessment systems like Pre-Loading Advance Cargo Information (PLACI), shifting risk evaluations to before goods are loaded onto aircraft. Four major PLACI regimes now exist globally, but challenges remain in data accuracy and compliance across the logistics chain. While PLACI has proven effective in preventing threats, its implementation has faced hurdles, particularly in Europe, highlighting the need for better collaboration and harmonization among countries.
